Notably, Representatives Wesley Hunt of Texas and Ken Buck of Colorado came back to Washington at Mr. McCarthy’s request to vote in his favor for speaker. And Representative Marjorie Taylor Greene of Georgia aligned herself with Mr. McCarthy during the speaker fight and was ousted from the Freedom Caucus over the summer. With far-right members of his caucus in revolt over suspending the debt ceiling, Mr. McCarthy was forced to negotiate a deal with President Biden, further enraging the already volatile faction. In another blow to Mr. McCarthy, the bipartisan measure passed with more Democrats than Republicans. They did so to punish Mr. McCarthy for making a deal with Mr. Biden to suspend the debt limit.

Beau, the addled midlife wreck played by Joaquin Phoenix in “Beau Is Afraid,” isn’t just afraid, he is terrorized: harassed, beaten, stabbed and even kidnapped in a surreal black comedy that often feels less like a conventional film than a three-hour panic attack. (In the hands of high-anxiety auteur Ari Aster, of “Hereditary” and “Midsommar” fame, consider that a compliment.) Thanks to his monstrous mother, he has become a man resigned to life without love or companionship. For Aster, it turns out, there was never a second choice. There was a feeling like, ‘Look, we’ll try, but we likely won’t be able to afford it.’”

The move is aimed at propping up domestic solar manufacturers, which have struggled to compete with cheap panels made overseas - often by Chinese companies. A Commerce Department probe last year found that some solar panel makers were dodging U.S. tariffs on Chinese-made goods by moving their products through Cambodia, Malaysia, Thailand and Vietnam. New proposed duties on imports from those countries will not kick in until June of 2024 because of a two-year waiver from Biden. Months later, the Commerce Department issued a preliminary decision to extend existing tariffs on Chinese solar products to goods from those nations. The White House has said the tariff exemption will serve as a bridge while the U.S. sector ramps up.
